They allow multiple public entities to buy commonly needed goods and services at lower costs. These contracts simplify the purchasing process by avoiding the often-complex bidding requirements. While cooperative contracts cover many products (like fuel and supplies), they increasingly include technology services, such as consulting, IT, BPO, and software. In Virginia, the Virginia Public Procurement Act (VPPA) allows public entities to purchase through approved VITA (Virginia Information Technologies Agency) and DPS (Division of Purchases) contract vehicles, or through existing contracts held by other state entities.

Using Entities/Regional /Cooperative Contracts

This solicitation was issued under Code of Virginia §2.2-4304 for members of the Southeastern Virginia Governmental Purchasing Cooperative (SVGPC) and other public bodies, governmental jurisdictions, and school divisions. If these entities choose to participate under any resulting contract, they will enter into separate contracts directly with the successful offeror(s), incorporating all terms and conditions (including best and final offers). Each entity is responsible for its own contract administration. NNPS assumes no authority, liability, or obligation for any other entity using this contract. All purchases and payments will be made directly between the contractor and the requesting entity. Any exceptions must be noted in the solicitation response.
