Consumer RepresentativeSteven H. Adler brings more than four decades of experience across business, community leadership, and economic development. As a longtime entrepreneur, he founded and grew Steven H. Adler’s Big & Tall Men’s Apparel into a multi-state retail business before leading its successful sale.
He later turned his focus to revitalizing local communities, helping transform the Historic Savage Mill into a thriving destination that continues to serve as a cornerstone of the Baltimore region.
Throughout his career, Steven has supported and advised numerous organizations, including the YMCA, the Howard County Economic Development Authority, the Horizon Foundation, Carson Scholars Fund, and Doctors Community Hospital. He previously served as Board Chair for the JPB Partners Advisory Board and Enterprise Partners, both based in Columbia, Maryland.
Steven is a serial investor who mentors others and has been recognized for his contributions to economic development in the Maryland area, as well as his philanthropic impact across local organizations.

Howard B. Apple
Consumer RepresentativeHoward B. Apple brings extensive experience in healthcare compliance, fraud prevention, and law enforcement. He previously served as a Business Development Subject Matter Expert at IntegrityM and is nationally recognized for his expertise in healthcare compliance and white-collar crime.
Prior to joining IntegrityM, Howard spent 27 years with the Federal Bureau of Investigation (FBI). At the time of his retirement, he was the Assistant Special Agent in Charge of the Dallas Division, where he led the fifth-largest FBI White Collar Program in the United States. During his tenure, he received numerous awards, including the Director’s Award for Excellence and the Assistant Attorney General’s Award for Initiative for his work addressing crime on Indian Reservations.
Following his time with the FBI, Howard served as President of SafeGuard Services, LLC (SGS), a subsidiary of EDS/HP Enterprise Services, where he supported the Centers for Medicare and Medicaid Services (CMS) through compliance and fraud, waste, and abuse programs.
Howard has presented at fraud seminars and at the FBI Academy in Quantico, Virginia, and has worked with Congress to help develop legislation, including the Federal Anti-Car Theft Act of 1992 (FACTA), the first federal carjacking law.
He holds a Bachelor of Science in Education from Ball State University. In 2012, his high school inducted him into its Hall of Fame in recognition of his lifetime achievements.

Russel Bantham, Esq.
Consumer RepresentativeRussel Bantham has held several senior leadership roles with the Pharmaceutical Research and Manufacturers of America (PhRMA), including Executive Vice President, Chief Operating Officer, Senior Vice President, General Counsel, and Secretary.
Prior to PhRMA, Russel held roles at Bristol-Myers Squibb as Vice President and Associate General Counsel, Vice President and Counsel at Westwood Pharmaceuticals, and as a staff attorney at the Drackett Company.
Since 2005, Russel has represented global pharmaceutical companies on organizational development and legal and regulatory matters. He has contributed to the U.S. Chamber’s Life Science Initiative, participated in the Global Exchange on Healthcare, and advised healthcare start-ups.
Russel currently serves on the board of Inspire, a leading support community for individuals living with cancer, rare diseases, and chronic conditions.
He is a graduate of Hamilton College, where he also served on the Board of Trustees from 1990 to 1994. He earned his Juris Doctor from the University of Chicago Law School and has served on the boards of the Non-Prescription Drug Manufacturers Association, the Council on Family Health, the Food and Drug Law Institute, and the National Association for Biomedical Research.

Elizabeth L. Chung
Consumer RepresentativeElizabeth L. Chung is a native of Hong Kong, China, and immigrated to the United States in 1970. She completed her graduate studies in public health at Pennsylvania State University in 1981.
Elizabeth is the founder and Executive Director of the Asian American Center of Frederick (AACF), established in 2005 to support immigrants with the skills and resources needed to thrive and contribute to their communities. Under her leadership, AACF has become a trusted, community-based organization in Maryland, advancing health equity through partnerships and programs focused on education, workforce development, and community support.
She was appointed by Governor Larry Hogan to the Maryland Community Health Resources Commission and served as Chairperson from 2020 to 2021. Across multiple Maryland administrations, Elizabeth has been recognized for her expertise in health and human services policy.
Elizabeth has received numerous awards for her contributions to public health and community services. Most recently, she led the development of the Community Health Worker Training Program for the U.S. Department of Health and Human Services, expanding the public health workforce to better address disparities among vulnerable populations.
She resides in Frederick, Maryland with her husband, Dr. Stanley Chung.

Lorenza Cooper
Consumer RepresentativeLorenza Cooper, CIC, CPIA, brings more than 30 years of leadership and management experience in property and casualty insurance, including leadership roles with four of the nation’s top insurance companies. He currently serves at Consolidated Insurance + Risk Management, where his risk management and underwriting expertise support the organization’s continued growth.
Over the course of his career, Lorenza has held roles of increasing responsibility, advancing from Underwriting Director and Branch Vice President to Regional Vice President of Underwriting, with leadership over profit and loss for the commercial business segment. While serving as Regional Vice President of Underwriting for Harleysville Insurance Company, he led profit improvement initiatives and strategic planning efforts to strengthen underwriting performance across the region. He also spent over 21 years with CNA Insurance Company in various leadership roles, including Branch Vice President and Underwriting Director.
In addition to his insurance career, Lorenza served for more than 30 years as an officer in the Army National Guard across multiple states. He held leadership roles at the Company, Battalion, and Brigade levels and is a combat veteran, having deployed to Iraq as a Battalion Commander. He retired as a Brigadier General (MD).
He is a graduate of North Carolina Central University School of Business.

Harry M. Feder
ChairmanHarry M. Feder is a senior healthcare executive with extensive experience in hospital administration and healthcare assessment across the continuum of care. As former Chief Operating Officer of IPRO, Inc., he led the organization’s Medicare, Medicaid, and private utilization review and quality improvement programs.
During his tenure, Harry directed a wide range of state and federal initiatives, including utilization review of hospital services, audits of Medicaid claims, compliance reviews of teaching hospitals, psychiatric screening programs, and independent reviews of coverage appeals and beneficiary complaints.
Harry has served on the Board of Directors of URAC, where he also held the role of Chair, and on the New York State Department of Health’s Data Protection Review Board (DPRB). He is the recipient of the James Q. Cannon Memorial Endowment’s Outstanding Leader in Operations Management Award from the American Health Quality Association (AHQA) and is a founder and former President of the National Association of Independent Review Organizations (NAIRO).
He remains active in professional organizations and authors a quarterly article on compliance issues for the Journal of Healthcare Compliance. Harry was an adjunct faculty member at New York University and Albert Einstein College of Medicine and is a lecturer at Columbia University School of Public Health, City University of New York, and other national healthcare organizations. He is a Fellow of the New York Academy of Medicine.

Neil Jasani, M.D., MBA, FACEP
Provider RepresentativeNeil Jasani serves as Chief Clinical Officer at ChristianaCare, where he partners with physician leaders to oversee clinical delivery and effectiveness across the organization. He also leads Academic Affairs, the Office for Scientific Research, and the Institute for Learning, Leadership & Development (iLEAD), and serves as Chief Academic Officer.
Neil previously served as ChristianaCare’s Chief People Officer, where he helped guide the organization’s workplace culture and navigate workforce challenges during the COVID-19 pandemic, as the health system received national and regional recognition as a top employer.
He is a professor of Emergency Medicine and assistant clinical dean at Sidney Kimmel Medical College of Thomas Jefferson University, as well as an affiliated professor in the College of Health Sciences at the University of Delaware.
Neil has an extensive background in graduate medical education, including serving as program director for Emergency Medicine from 2007 to 2013 and as associate program director prior to that. He is a national leader in quality and safety and has served as an independent examiner for the Malcolm Baldrige National Quality Award.
He earned his medical degree from Georgetown University School of Medicine and completed his emergency medicine residency at ChristianaCare. He also holds a physician executive MBA from the Haslam College of Business at the University of Tennessee, Knoxville, and has authored numerous peer-reviewed publications and presentations.

Gavin Long
Member/Pleasant LandGavin Long is a purpose-driven technology entrepreneur, transaction professional, and private equity investor with a strong track record of value creation in the information technology, software, and services industries.
As Executive Director of the Economics of Mutuality organization, he leads a team that equips companies to create enduring mutual value for the benefit of all stakeholders by implementing the Economics of Mutuality operating model. He is also a Co-founder and Partner at Acacia Group, a specialist private equity investment firm, where he has served as CEO of two portfolio technology companies.
Previously, he worked with future Acacia colleagues at Global Strategies Group, a U.S.-focused buyout firm, where he led corporate development within the firm’s M&A strategy, including a NASDAQ IPO. He has completed more than 50 M&A transactions with an aggregate value of more than $4B and has held leadership positions overseeing strategy development and transactional execution for BAE Systems, Imperial Capital, and Arthur Andersen Corporate Finance.
Gavin holds a BA in Philosophy from Appalachian State University and has undertaken graduate studies at Gordon Conwell Theological Seminary and Duke University.

Lisa Maxwell, M.D., MHCDS
Provider RepresentativeDr. Maxwell is a family physician with more than 20 years of experience as a practicing clinician, educator, and healthcare executive.
She earned her medical degree from Robert Wood Johnson Medical School. She completed her residency in Family Medicine at Crozer-Keystone Health System and a fellowship at ChristianaCare.
Dr. Maxwell spent 19 years at ChristianaCare, where she held several leadership roles, including Residency Program Director, Chief Learning Officer, Chief Transformation Officer, and President of the ChristianaCare Medical Group. She also earned a master’s degree in Health Care Delivery Science from Dartmouth College.
Most recently, Dr. Maxwell launched a Direct Primary Care practice. She is also a small business owner and serves as an advisor to a health technology start-up.
She is passionate about primary care, innovation, and transforming healthcare delivery to better meet the needs of patients and the communities they serve.

Karen Shields
Consumer RepresentativeKaren Shields brings more than 30 years of experience serving vulnerable populations at the intersection of technology and healthcare across both the public and private sectors. She is a recognized leader in the healthcare industry, with a strong track record in strategic planning, operations, and program management.
Karen currently serves as Chief Executive Officer of K Shields Health Tech Consulting, where she continues to drive meaningful contributions to healthcare delivery and accessibility. Her background includes numerous leadership roles focused on advancing initiatives that improve access and outcomes, as well as a commitment to operational excellence and breaking down silos across public service systems.
Previously, Karen served as Deputy Director of the Center for Medicaid and Children’s Health Insurance Program (CHIP) services at the Centers for Medicare and Medicaid Services (CMS). In this role, she supported states in delivering healthcare to more than 86 million individuals and led the implementation, design, and launch of systems supporting healthcare.gov and Affordable Care Act (ACA) reforms, including the annual disbursement of more than $23 billion in federal payments to health insurance plans.
She also held additional leadership roles within CMS, including Director of Technology for the ACA healthcare exchanges. Her prior experience includes Chief Client Engagement Officer at Gainwell and Vice President of Health Services at Serco.

*There is a cap of six (6) consecutive years of service for each individual governing body member. All non-staff governing body members are compensated at a rate of $500.00 per meeting.

Pat Feliciano
Member/LeaderAs CEO of Commence, Pat Feliciano brings over two decades of visionary leadership and a deep commitment to purpose-driven innovation. Pat launched his first software company specializing in loan automation, then went on to found DOMA in 2000 to help bridge the gap between data and decisions—all while creating career opportunities for veterans and individuals with disabilities.
Pat leads through servant leadership, driven by a belief in doing the right thing and making a lasting impact on both employees and clients. David Giroux
Member/CFT Capital PartnersDavid Giroux is a Principal at CFT Capital Partners. Previously, he was a Senior Manager in the Alternative Investments group at Cherng Family Trust (CFT), the family office of Andrew and Peggy Cherng, founders and owners of Panda Restaurant Group.
Before that, David was a Principal at Breakaway Capital Partners, where he focused on financing solutions for lower middle market companies in support of acquisitions, recapitalizations, and growth initiatives. Prior to joining Breakaway, he worked at Pacific Investment Management Company on the investment-grade credit desk.
David holds a degree in Mathematics/Economics from the University of California, Los Angeles.

Jay Jakub
Member/EOM AllianceJay Jakub is the Executive Director of the Economics of Mutuality (EoM) Foundation, headquartered in Geneva, Switzerland. He also serves as Chief of Staff for the EoM Alliance’s Mutual Value Labs consultancy and for its Mutual Value Investments private equity company.
Jay serves on the board of the Switzerland-based Human Flourishing Foundation. He is also a board advisor to the Thompson Family Office in Richmond, Virginia, and Eagle Venture Fund, which invests in technologies addressing human trafficking and transforming the healthcare sector.
He advises the Singapore government’s Alliance for Action on Corporate Purpose and is an international speaker, author, and educator. Jay previously served as Senior Director for External Research at Mars, Inc., and as a senior U.S. Federal Government executive, reaching the SES-4 equivalent rank before transitioning to private industry in 2006.
Jay is the co-author of Completing Capitalism: Heal Business to Heal the World and a contributing co-author of Putting Purpose into Practice: The Economics of Mutuality. His earlier work includes Spies and Saboteurs.
He holds a doctorate from Oxford University, an M.A. from Lancaster University (UK), and a B.A. from American University in Washington, DC.
